Het was goed te horen dat de participatiemaatschappij terug kwam in de troonrede. In mijn ogen is het voor dit kabinet primair een manier om een kleinere overheid en bezuinigingen te realiseren. Maar los daarvan is het ook vanuit andere invalshoeken voor mij een aanlokkelijk perspectief. Wat niet werd genoemd in de troonrede is wat deze beweging heeft veroorzaakt en wat deze beweging moet gaan faciliteren. Namelijk de toenemende digitalisering en de digitale overheid waar mijn collega's en ik hard mee bezig zijn. Natuurlijk begint de participatiemaatschappij bij de mens zelf, bij houding, attitude e.d. Maar die is van generlei waarde als er niet de mogelijkheden zijn om daaraan vorm te geven. Het goede nieuws is dat de private sector die mogelijkheden volop biedt. Tegelijk is er ook een publieke rol in de informatie- en netwerksamenleving die moet worden ingevuld. Daar mag ik een bijdrage aan leveren. Let me start with saying i am no expert or professional with regard to education & the internet. I am not telling anything new. Just a parent of two daughters of 6 and 8 who is wondering about the amazing speed at which i see education changing. And as this is an exponential development, the current speed of change is only a small sign of things to come. The first development i noticed was of what is called "Massive Open Online Courses" or MOOC's for short ( http://en.wikipedia.org/wiki/Massive_open_online_course ) Both the number and quality of courses is growing at a rapid pace. Regardless whether they will fully replace traditional forms of education or not, it will fundamentally change university education as we know it. Add to that the further developing forms of videocommunication like Google Hangouts and you get the picture. Although technology develops at high speed, it always takes time to reach the plateau of productivity. The level it really starts working and having impact. I am under the impression we are close to that moment with speech recognition. Our traditional ways of input are keyboard and mouse. The introduction of the tablet and smartphone has added touch. Touch is making speech recognition more important. It's really useful in overcoming the limitations of a touch interface. You can roughly distinguish in two types of voice recognition in my view. The first one is dictation or text entry. The second one is giving commands or executing searches. Especially in the second category developments are going fast. Apple was the first with Siri quickly followed by Google/android with their efforts. For example in voice search on both iOS and android. Google is making no secret about it. It wants to know everything there is to know about us. With that knowledge it wants to deliver services to us fully customized to our needs. Together with advertising tailored to us personally. Examples can be found in search (which is different for each person logged in), maps (which will be personalised), advertisements in many products etc. Also Google Now, although still a bit clumsy, tries to anticipate what we would want or buy. There is no doubt in my mind that Google will be able to improve this to make this all a comfortable and friendly experience. But that's also the scary part. I can imagine a scenario where Google only proposes friends who are more or less like me. The same could happen in product offerings/advertisements which could become a bit the same. In het regeerakkoord is het doel duidelijk omschreven, voor de belangrijkste producten en diensten die er toe doen, is de overheid "Digitaal in 2017". Het goede nieuws is dat de overheid al in vorige kabinetten druk bezig was naar dit doel toe te werken. Met vallen en opstaan zijn/worden digitale bouwstenen als Burger Service Nummer, DigiD, Stelsel van Basisregistraties, Stelselvoorzieningen, Bedrijvenloket, Berichtenboxen, MijnOverheid, Open Data, Standaarden en dergelijke vormgegeven. Tegelijk geldt voor genoemde en andere bouwstenen van die digitale overheid dat er continue sprake is van doorontwikkeling en groei, ze zijn "nooit af". Sterker nog, juist omdat er vaak ook besparingen worden verwacht van genoemde bouwstenen, zijn nog extra investeringen nodig. Dat creëert spanning op een aantal aspecten. "Rethinking Personal Data" kan inspiratie geven aan Nederlands privacy debat Op Google+ werd ik gewezen op een recent rapport van het World Economic Forum en de Boston Consulting Group, "Unlocking the value of personal data: from collection to usage" . Wat een verademing om te lezen als je het vergelijkt met het niveau waarop het debat over privacy en bescherming van persoonsgegevens in Nederland wordt gevoerd. Heel kort samengevat houdt het rapport een pleidooi om op een andere manier met persoonsgegevens en de bescherming daarvan om te gaan. Er wordt gesteld dat de mate van bescherming van persoonsgegevens altijd gezien moet worden in relatie tot de context en de sociale normen. Terwijl op dit moment veel raamwerken van wet- en regelgeving die uit de jaren 70 stammen er tamelijk binair in zitten.
